Wes Allen, Alabama’s secretary of state, is providing an election integrity update following the arrests of two noncitizens for illegally voting in Alabama elections and the arrest of a North Carolina man for double voting in Alabama and North Carolina.
“Alabamians deserve fair, secure and transparent elections. My office takes election integrity very seriously, and I am proud of the steps we have taken to identify potential instances of voter fraud in our state,” Allen said. “Illegal voting, whether by a noncitizen or through double voting, undermines election integrity and cannot be tolerated under any circumstances.”
Staciann Pollion Davis, 42, was arrested on federal charges of voting as an alien in the November 2024 general election in Clarke County. Silvia Delgado Phelps, 78, was also arrested on federal charges of voting as an alien in multiple elections in Baldwin County.
In North Alabama, a North Carolina man, Forrest Scott Woody, was indicted for illegally voting more than once following allegations that he voted twice in the 2024 general election – once in Calhoun County, Ala., and once in Henderson County, North Carolina.
“Our law exists to protect the rights of eligible voters and ensure that every election is conducted fairly and lawfully. My office will continue working alongside our federal and state law enforcement partners to identify election crimes and ensure that those who violate the law are held accountable,” Allen said.
Secretary Allen thanks U.S. Attorney’s offices for the Northern and Southern districts of Alabama, federal law enforcement and his team at the Alabama Secretary of State’s Office who are assisting in the investigation and prosecution of these cases.
