GOODWATER HOUSING AUTHORITY INVITES COMMENTS ON DRAFT PLANS
The Goodwater Housing Authority’s (GHA) draft annual and five year plan has been reviewed and discussed at the February Resident Advisory Board Meeting. The Board of Commissioners of the GHA has also reviewed the draft plan and given their consent. The item in the plan, which impacts public housing residents the most, is the Capital Improvement Plan.
The GHA invites all GHA residents and other interested parties to submit comments and suggestions on the draft plan for consideration prior to the adoption of the final plan. The time period allocated to provide public comments begins February 16, 2023, and ends April 13, 2023.

LEGAL NOTICE
NOTICE is hereby given that a bill substantially as follows will be introduced in the 2023 Regular Session of the Legislature of Alabama and application for its passage and enactment will be made:
A BILL
TO BE ENTITLED
AN ACT
Relating to Coosa County; to authorize the Coosa County Commission to levy an additional issuance fee on the issuance or renewal of a motor vehicle or other vehicle license and registration with certain exceptions; to provide for the distribution of the proceeds from the fee to the county general fund to be used for ambulance service; to provide a referendum on this act; and to provide for termination of the fee under certain conditions.
BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
Section 1. This act shall apply only in Coosa County.
Section 2. (a) The Coosa County Commission may levy an additional vehicle tag issuance fee in the amount of fifteen dollars ($15) on the issuance or renewal of each motor vehicle or other vehicle license and registration except for the license and registration of a commercial motor vehicle as defined in Section 32-6-49.3 of the Code of Alabama 1975. The vehicle license tag issuance fee shall be levied by the county commission prior to October 1 of a calendar year and shall be effective January 1 of the next tag year.
(b) The motor vehicle or other vehicle tag issuance fee shall be collected by the judge of probate at the same time as the issuance or renewal of vehicle license tags. The proceeds of the fee shall be deposited in the county general fund and used service based in the county as approved by the county commission only to pay for the operational expenses of a county ambulance
(c) In the event the county commission finds that a county ambulance service is not in operation, any vehicle license tag issuance fee levied pursuant to this act shall be automatically terminated effective the first day of the second month after that finding. The balance of any proceeds in the county general fund from the tag issuance fee remaining when the fee is terminated may be used for general county purposes.
Section 3. This act shall be operative only if it is approved by a majority of the qualified electors in Coosa County who vote thereon at a referendum held for that purpose. The election shall be held and conducted as nearly as may be in the same way as elections on amendments to the constitution and shall be held on the same day as the next primary election after the effective date of this act. Notice of election shall be given by the Judge of Probate of Coosa County, which notice shall be published once a week for three successive weeks before the day of the election. On the ballots to be used at the election, the proposition to be voted on shall be stated substantially as follows:
“Do you favor the adoption of this Act of the 2023 Regular Session of the Alabama Legislature authorizing the Coosa County Commission to levy an additional vehicle tag issuance fee to be used to fund a county ambulance service?
“Yes__ No____
If a majority of the votes cast at the election are affirmative votes, this act shall be in full force and effect immediately thereafter. If a majority of the votes cast are in the negative, the act shall have no further effect. The Judge of Probate of Coosa County shall certify the results of the election to the Secretary of State. The cost of the election shall be paid out of the county general fund.
Section 4. This act shall become effective immediately following its passage and approval by the Governor, or its otherwise becoming law.
