COOSA AND CLAY COUNTIES, ALABAMA
Sealed bids will be received by the Director of Transportation at the office of the Alabama Department of Transportation, Montgomery, Alabama until 10:00 AM on May 28, 2021 and at that time publicly opened for constructing the Safety Widening, Micro-Milling, Resurfacing, Bridge Guardrail Retrofit, and Traffic Stripe on SR-9 from 0.290 mile north of the intersection of SR-38 (US-280) northwest of Kellyton to 0.572 mile south of the junction of CR-91. Length 13.205 mi.
The total amount of uncompleted work under contract to a contractor must not exceed the amount of his or her qualification certificate.
The Entire Project Shall Be Completed In Ninety-five (95) Working Days. A 1.00% DBE Contract Obligation Is Required.
A Bidding Proposal may be purchased for $5.00. Plans may be purchased for $8.00 per set. Plans and Proposals are available at the Alabama Department of Transportation, 1409 Coliseum Boulevard, Room E-108, Montgomery, AL 36110. Checks should be made payable to the Alabama Department of Transportation. Plans and Proposals will be mailed only upon receipt of remittance. No refunds will be made.
Minimum wage rates for this project have been pre-determined by the Secretary of Labor and are set forth in the advertised specifications. This project is subject to the contract work hours and Safety Standards Act and its implementing regulations.
Cashier’s check or bid bond for 5% of bid (maximum – $50,000.00) made payable to the Alabama Department of Transportation must accompany each bid as evidence of good faith.
The bracket range is shown only to provide general financial information to contractors and bonding companies concerning the project’s complexity and size. This Bracket should not be used in preparing a bid, nor will this bracket have any bearing on the decision to award this contract.
The Bracket Estimate On This Project Is From $3,754,073 To $4,588,312 .
The proposed work shall be performed in conformity with the rules and regulations for carrying out the Federal Highway Act.
Plans and Specifications are on file in Room E-108 of the Alabama Department of Transportation at Montgomery, Alabama 36110.
In accordance with the rules and regulations of The Alabama Department of Transportation, proposals will be issued only to prequalified contractors or their authorized representatives, upon requests that are received before 10 AM., on the day previous to the day of opening of bids.
The bidder’s proposal must be submitted on the complete original proposal furnished him or her by the Alabama Department of Transportation.

U.S.C. 2000D TO 2000D-4 and Title 49 code of Federal Regulations, Department of Transportation, Subtitle A, Office of The Secretary, Part 21, nondiscrimination in federally-assisted programs of the Department of Transportation issued pursuant to such act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, sex, or national origin in consideration for an award.

Public Notice
The East Alabama Regional Planning and Development Commission is applying to the Alabama Department of Transportation for an administrative, operating and capital assistance grant under 49 U.S.C. Section 5311 of the Federal Transit Laws, as codified as well as the Coronavirus Aide, Relief, and Economic Security (CARES) Act of 2020. The grant funding will provide financial assistance for public transportation service for the residents of Coosa County.
Copies of the detailed service description and project budget may be obtained at: EARPDC, 1130 Quintard Ave. Suite 300, Anniston, Alabama, between 8 am and 5 pm or through an email request to shane.christian@earpdc.org The proposed project will be final unless amended. This project will be included in the State Transportation Improvement Program and/or the local Transportation Improvement Programs as part of the Program of Projects. This notice shall constitute the final program of projects for the East Alabama Regional Planning and Development Commission unless the scope of the project changes as a result of input gathered during the public hearing.
The service is provided for the general public. The service through the Coosa County Commission currently operates Monday through Friday, 7 am to 4:30 pm from Rockford, Fare Policy: $3 Within Goodwater city limits round trip. Trips to Alexander City, Sylacauga and Rockford are $10 round trip. Longer, more time consuming trips to Birmingham or other special trips have a flat rate of $40 and are scheduled around medical trips of other passengers, and services through the City of Goodwater operate 7 am until 3:30 pm in Goodwater– Fare Policy: Within the county of county of Coosa, $1.50 each way. To Alexander City and Sylacauga the fare is $6.00 round trip. To Birmingham, Montgomery, or Tuskegee, the fare is $20.00 round trip. All residents in Coosa County, including wheelchair users, must schedule service 24 hours in advance. No service or fare changes are planned for FY 2022. The funds will be used as federal assistance for: Operations and Administration.
A public hearing will be held on June 10, 2021 at 2:00 pm in the 3rd Floor Conference Room at the offices of EARPDC 1130 Quintard Avenue Suite 300 for public comment. Shane Christian, Project Director, ACTS Transit Program.
