API applauds July 1 implementation of laws empowering mobile businesses, expanding resources in K-12 schools

Alabama Policy Institute (API) is proud to announce the official implementation of three major legislative victories that dramatically cut regulatory red tape for entrepreneurs and restore foundational values to Alabama’s public education system.
Each of these initiatives represents the successful fulfillment of core objectives laid out in the 2026 API BluePrint for Alabama.
Working in lockstep with legislative leadership and a dedicated coalition of lawmakers, API celebrates the launch of these three distinct acts:
- SB197 (Sponsored by Sen. Dan Roberts): Cuts through chaotic municipal bureaucracy by requiring a mobile food vendor or food truck to undergo just one health inspection and one fire inspection to apply statewide.
- HB8 (Sponsored by Rep. Mark Gidley): Authorizes public K-12 schools to accept volunteer campus chaplains, empowering local boards of education to vote on whether to allow these volunteers within their districts, under defined limitations.
- SB248 (Sponsored by Sen. Shay Shelnutt): Strengthens parental rights and religious freedom by establishing a consistent, statewide framework allowing public school students to receive elective credit for participating in religious release time instruction.
The positive impact of this legislative package will be felt across multiple facets of Alabama life.
SB197 unleashes free enterprise for mobile food entrepreneurs, allowing small businesses to expand into new markets without being suffocated by overlapping, redundant local fees and inspections.
Within our schools, HB8 and SB248 offer critical, voluntary emotional and spiritual support structures for students, while honoring a parent’s fundamental right to direct their child’s moral upbringing without sacrificing academic advancement.
